i(nformation) Icon inconsistency

Is there any reason that under the various PLAC categories that when
you click on the i(nfo) icon you get various informations and
placement of information on the form?
i.e. under BIRT.PLAC it always comes up with ADDR as the topmost entry
with others following but under BURI.PLAC it comes up with AGE as the
topmost and ADDR as last.
Is there not a standard form for Info entry? Or is this variable
according to the whim at the time?
