I just tried pausing and resuming upload in the DocsSample sample application, and had no trouble.

Incidentally, the Google Docs API has been replaced by the Google Drive API. Applications should be updated to use the new API and API library.

How long approximately Google Drive will be accessible through Google Docs API?

I do not know how long the Google Docs API (using XML) will continue to be supported by the API servers. 

I do encourage applications to change to the JSON-based Google Drive API now. The Drive API is more efficient and easier to use than is the older Docs API.
