Review request for GCD Tech Group.

Description

I think I originally we didn't allow issue adds to be edited since one than could have added stories. But in the interim we changed the code for other reasons, so when such an add gets sent back one can only edit the issue data.

Need the count, otherwise in bulk issue adds each single issue could be edited. This we do not want because the compare view of bulk issue adds cannot display this.
