Changing maps moves location

Set map to USGS Topo and pan to Chicago. Set Map to CalTopo USFS
Raster and without doing anything, go back again to USGS Topo. The
location has changed to someplace in California.
I guess if the map you select isn't available for the currently viewed
location, it moves to the closest place it is. But this isn't really
appreciated when you might accidentally click on the wrong map and get
moved thousands of miles away.

For bounded map types like a California topo, we do restrict the map to the bounds.
I think that's the desired behavior. I guess we could store where you were last looking at each map source, but I don't think that's even what people would expect.
What do you suggest?

I don't think people would prefer the map to jump to a new place just
by switching maps. It's all too easy to accidentally click "CalTopo
USFS" when you meant to click "CalTopo USGS", and the mistake cannot
be undone. It's a lot to expect users who don't want to lose their
place to know the bounds of each map.
I suggest, for bounded maps, that when the current position is outside
the range of the map, you show a background overview map of the world
as you do in the USGS Topo layer.
I agree you don't want to remember the last location for each map.
Only the current location is what matters.

Another consequence of the current behavior, is that when you are
viewing a bounded map and type the location of a place not on that
map, it claims it found it but it positions you to some random place
on the bounded map. It would be much clearer if it moved you to the
right place, even if it's not on that map (so you'd see a blank screen
or the overview map), so you can then switch maps to see it.
