Did you run the last command I asked? Are upower and polkit installed properly without the introspecction USE Flag??
And please, post the full output of the command. You may want to use a website like "pastebin" if the output is too long.
Also, don't specify USE="..." on the command line unless you want it to be temporary. You have to adjust /etc/make.conf and /etc/profile/package.use/* properly to add the USE flags that you want to the packages that you want.
