Subject: August is the most violent month--336 homicides
August is by far now the most violent month in the history of the city
of Juarez.  A total of 15 people were killed in mostly separate
incidents yesterday bringing the total number for the month to 336.
[The previous monthly record was 313 in June 2010.] The number of
murders just in the month of august 2010 surpasses any previous ANNUAL
total before 2008. Diario reports the annual number of homicides from
2007 as 320. The annual figure now for 2010 as of August 31 is 2,029.
The number of female homicides in the month of August also set a
record with 40 victims. So far this year, an average of 8 people have
been killed in Juarez per day, or one homicide every 3 hours on
average.

The El Universal total for the country of Mexico this year is reported
to be 7,638...more than one-fourth of the homicides in the country of
Mexico have occurred in Juarez.   molly

En el recién concluido mes de agosto nuevamente se rompió el récord
histórico mensual de homicidios dolosos en esta frontera con 336
víctimas, según arroja un seguimiento periodístico.
Este número es superior a las cifras de junio que registró 313
víctimas. Además rebasó, y por mucho, las cantidades totales de
asesinatos en 1999, 2004 y 2005, cuando sumaron 176, 202 y 207,
respectivamente.
Esta es la primera vez en la historia de la ciudad y el Valle de
Juárez que se supera la cifra de 320 homicidios en un mes.
El primer récord histórico mensual y anual de homicidios dolosos que
se impuso fue en 1995, cuando fueron victimadas 34 personas en agosto
y 294 en todo el año.
Esta marca permaneció vigente hasta el 2007, cuando hubo 38 asesinatos
en diciembre y 320 en el año.
Pero esa cifra impuesta no duró mucho tiempo, ya que de enero a agosto
del 2008 sucedieron 911 asesinatos; además marzo, mayo, junio y julio
registraron más de 100 crímenes dolosos cada uno, lo que nunca antes
había sucedido en esta frontera.
Los números sobre los homicidios dolosos aquí con base en las
autopsias practicadas en el Servicio Médico Forense de Ciudad Juárez,
que en su momento fue considerada como información oficial de la
Procuraduría estatal, señalan que en 1994 se cometieron 234 homicidios
dolosos, 294 en 1995, 253 en 1996, 260 en 1997, 242 en 1998 y 176 en
1999.
En el 2000 sucedieron 250 crímenes, 247 en el 2001, 276 en el 2002 y
205 en el 2003.
Las cifras dadas en su tiempo por la Subprocuraduría General de
Justicia, a través de las averiguaciones previas iniciadas y agrupadas
por delitos principales, indican que en el 2004 hubo 202 víctimas de
asesinato, 207 en el 2005, 253 en el 2006, 320 en el 2007, 1,623 en el
2008, 2,754 en el 2009 y 2 mil 29 en el 2010.
Los números revelan que en los primeros ocho meses del 2009 fueron
cometidos mil 496 homicidios, lo que representa un aumento de 36 por
ciento comparativamente al mismo periodo de año en curso.
Esto significa, además, que de enero a agosto del 2010 fueron
cometidos un promedio de ocho asesinatos al día.
Es decir, en esta frontera ocurrió un homicidio doloso cada tres horas
en promedio.

Los casos

Durante las primeras 16 horas del día fueron cometidos un total de 9
crímenes y por tarde-noche nueve más, por lo que la cantidad de
asesinatos en la ciudad aumentó a 336, una cifra inédita de crímenes
en la historia violenta de la ciudad.
Las autoridades estatales informaron que en el primer evento un hombre
no identificado fue ultimado a balazos y el cuerpo fue localizado en
las calles Miguel de la Madrid y Ramón Rayón de la colonia Centro
industrial Juárez.
Posteriormente, fueron asesinados Jesús Félix Nevares, de entre 40 y
45 años y Luis Aurelio Hernández Félix, de 21.
El atentado fue reportado en las calles Mandioca y Dionea de la
colonia Lucio Blanco II, informó la Policía Ministerial Investigadora.
En el lugar se dio a conocer que otro joven resultó herido y uno más
salió ileso.
A las 13:32 horas fue localizado en cuerpo sin vida de un hombre
flotando en un canal de riego, a la altura del bulevar Cuatro Siglos y
la avenida Francisco Villarreal Torres.
A las 14:49 horas un grupo armado irrumpió en el interior de un
domicilio particular y asesinó a cuatro personas, entre ellas a una
menor de edad, mientras que su hermana gemela salvó la vida gracias a
que su hermano la protegió con su cuerpo y recibió los impactos de
bala. Los hechos ocurrieron en el interior de la vivienda ubicada en
las calles Altamirano y Cadereyta de la colonia Mariano Escobedo.
Las autoridades informaron que en la escena del crimen había tres
personas sin vida y otra más falleció cuando iba a ser trasladada a un
hospital.
Testigos indicaron que la familia Corral Nevares ha sido prácticamente
eliminada, ya que meses atrás fue asesinado otro integrante en un bar
de la ciudad.
Las víctimas fueron identificadas como Leticia Corral Nevares, de 17
años, Julio y Arturo Corral Nevares, de entre 25 y 30 años, además de
Jesús Juárez López, de 36 años.
A las 15:25 horas fue reportado el asesinato del policía municipal
Raúl Aguirre Palacios, de entre 35 y 45 años en el cruce de las calles
Manuel Gómez Morín y Venus de la colonia Satélite.
Por la tarde-noche dos ciclistas que se detuvieron a refrescarse en
una sombra generada por un árbol en el cruce de eje vial Juan Gabriel
y carretera a Casas Grandes fueron asesinados de al menos 20 disparos
de una pistola calibre 9 milímetros.
Posteriormente en la colonia Azteca otro hombre fue ultimado por un
comando armado en las calles Acolhuas y Tepehuanes.
Más tarde dos sujetos fueron encontrados sin vida en la calle
Almendras, que une a la Ejército Nacional y Camino Viejo a San José,
junto a la Universidad Pedagógica Nacional.
Instantes después tres miembros de una familia fueron alcanzados por
las balas de un comando armado en la colonia Aldama, donde varios
agresores dispararon en contra de dos adultos y un joven de 23 años,
en el cruce de las calles Antimonio y Emilia Carranza.
Por la noche, en el interior de un cine dentro de un centro comercial
ubicado en el cruce de las avenidas Oscar Flores y bulevar Zaragoza un
hombre fue ejecutado en plena función. El incidente ocurrió en la sala
nueve donde los asistentes entraron en pánico tras ser testigos de la
ejecución.

También en crímenes contra mujeres

Con el asesinato de una menor en el interior de una casa, agosto
cierra con 40 mujeres privadas de la vida en hechos violentos, según
el archivo periodístico con base en los protocolos de comunicación
emitidos por la dependencia estatal.
Al llegar a los 40 crímenes contra féminas, se impone una cifra récord
en la historia violenta de la ciudad y el Valle de Juárez.

I am not sure why the EPTimes reports the August murder toll as 322
when Diario this morning reported 336. I think the discrepancy comes
from the fact that Diario maintains their own tally and compares it
with the reports they receive from the Procuraduria.  Reporters have
told me that they get different numbers depending upon who they talk
to in the state office on a given day.  In any case, the number of
people murdered in August is the highest ever recorded for a single
month in Juarez.  The numbers for the previous months in 2010 as of
the last official report in Diario are:
January 227; February 163; March 240; April 205; May 262; June 313;
July 291; August 336.

Juárez violence persists: August deadliest month with 322 killed

In murderous Juárez, August was especially deadly.

The summer month had more homicides than any other month since drug
cartels began fighting a turf war in 2008.

As of Tuesday night, 322 people had been murdered in August. Before
this month, the deadliest had been June, when 313 people were slain,
and August 2009, with 315.

"It has been a violent month," said Carlos González, spokesman for the
Chihuahua state attorney general's office. "The statistics
unfortunately reflect it."

On Tuesday, gunmen attacked a family party about 3 p.m. and killed
four people, three of whom were siblings.

Chihuahua state police reported that the four killed were Jesús Juárez
López, 36; Leticia Corral Nevares, 17; Julio Corral Nevares, between
25 and 30; and Arturo Corral Nevares, between 27 and 30.

González said more than 90 percent of the city's homicides are related
to drugs.

The statistics, however, never show whether victims were bystanders.
Details surrounding murders are almost always unclear because almost
all cases go unresolved.

Juárez has been the epicenter of the war on drugs that Mexican
President Felipe Calderón declared in December 2006.

The murder rate began to rise in 2008, when the Sinaloa drug-cartel
kingpin Joaquín "Chapo" Guzmán arrived in the border city to fight
Vicente Carrillo Fuentes, who heads the Juárez cartel.

Brutal attacks and beheadings are now common occurrences in Juárez.

The government has used different strategies to curtail drug-cartel
violence and crack down on gangs.

Thousands of soldiers were deployed to Juárez beginning in March 2008.

The military force grew to 7,000 soldiers afterward. They patrolled
the city and responded to murder scenes, but the federal government
said it was a temporary measure.

Calderón visited Juárez three times this year to launch a social plan
with 160 promises, including public safety, education and the economy.

Because of the presidential visits, Juárez residents formed committees
to help solve the crisis of violence.

Members of the public-safety committee have said that local, state and
federal law enforcement have abused human rights. Chihuahua state
representative Victor Quintana Silveyra accused the military of many
of the human-rights violations earlier this year.

The government then turned to its federal police force to patrol the
city.

In April, thousands of federal agents arrived in the border city,
increasing the corps to 4,500 officers.

Since then, they have become the targets of many ambushes.

Nationwide, federal police have fired 3,200 agents, almost 10 percent
of its force, this year in a housecleaning effort to root out
corruption.

About 1,000 agents faced disciplinary sanctions.

Facing corruption charges are 465 officers, including four commanders
in Juárez whose firings were prompted earlier in August by a federal
police protest.

José Ramón Salinas, spokes man for the Mexican federal police, said
the agency rotates agents every two months to other cities to prevent
corruption within the force.
