  Hi &lt;br&gt; State govt. can not provide reservation to any community as ST or SC as it&#39;s &lt;br&gt; central govt.&#39;s issue. &lt;br&gt; BUT state govt. can categorized nay community as DNT, NT, Special class or &lt;br&gt; OBC. I come to know that Gujjar&#39;s don&#39;t want to be categorized as DNT. even &lt;br&gt; though the tribe is listed in Ayyangar committee report 1931.

  I spent half an hour reading all the different Indian newspapers &lt;br&gt; online to try to determine how the Gujjar issue was finally settled. &lt;br&gt; The problem I face is that the basic facts are reported differently by &lt;br&gt; the different newspapers. All agree that a 5% reservation was set &lt;br&gt; aside for the Gujjars, but it is unclear how this was categorized.

  I&#39;d forgotten that Dilip D&#39;Souza&#39;s book, Branded by Law, actually has &lt;br&gt; a pretty good discussion of the post-independence period! I wish my &lt;br&gt; brain wasn&#39;t such a sieve ... It still seems, however, that there is &lt;br&gt; more work which could be done on this. I worry about the tendency to &lt;br&gt; treat the HOAs as simply a continuation of the CTA.
