Les RMLL (Rencontres Mondiales du Logiciel Libre) 2013 auront lieu du 06 au 11 juillet 2013 à Bruxelles.
Je serai présent pour animer :
- une conférence générale (20') sur la structuration du dossier patient
- un atelier (40') pour présenter FreeMedForms en direct

Hello Eric!

Is it possible to know a little more about the structure of the
patient's medical record's conference? One of the most FAQ by my clients
when they are considering switching to free software EMR is the
possibility to transfer the files from their current proprietary
software. I've noticed that the standards developped by HL7 have
recently begun to become open. They are free of charge since april 2013
(http://www.hl7.org/implement/standards/nocost.cfm). I have to do some
more research about their licensing. I had this idea to create a french
not for profit association to promote free and open standards for
medical records, or at least try to make every EMR editor to publish the
structure of their export xml files and the correspondance with HL7
standards. Then the transfer from one EMR to another could become
easier: EMR1 -> standard HL7 structure -> EMR2. If there are 12
different EMR in France for instance, that would require only 12
implementations of a converter software (to and from HL7), without the
need to write 12*12 converters or translators.

The association could become a certification entity, singling out the
EMRs that make it possible to switch and as such, give more freedom of
choice to their users.

You probably have a lot more knowledge and practice in this field and
i'd like to know what you think about this possibility. I'm sure a lot
of doctors and practices, and maybe a few editors, would be ready to
support such a move. Do you already have a bibliography or resources
about the subject? Would it be possible to put it online on FMF website
or to create another wiki dedicated to this (I could take care of the
administration and hosting)?

In Austria, we are going to have something like this, it's called ELGA (electronic health record, translated). It's a xml based interchangeable format as well, and they told me that on www.openehealth.com there are tools to have this in a generic approach.
I don't think that there is an international interchangeable format, and my problem ATM is that country specific interpretations and formats are sooo different.
AND, big software companies with huge market shares (CompuGroup etc.) are not sightest interested in interchaneability (means: to EXPORT TO a common, open format). Even if they are forced to by law, this export is very minimalistic and not really useable for a transfer to an open system. They are just afraid of loosing doctors = loosing money.
 
If you want to take a look at the format, look at openehealth.org, and if you speak German, on http://www.elga.gv.at/index.php?id=24 and http://www.elga.gv.at/index.php?id=28 - standards.pdf - its the definition of the format, based on: IHE, HL7 CDA (!!!), LOINC, DICOM, HL7 v3.
There is no way of having translations in it AFAIK, but I was at a conference in Vienna a month ago, and I think they did a VERY good work. And it's Open Source, free of patents and licenses.
 
What is done until now are medical letters from hospitals, lab, and imaging results.
