Arthur Bell as a climbing rose

We bought this rose just before Easter at our local garden centre (Sarratt).
The label classifies it as a climber, although the reverse says it can
reach
1.2 metres. Hessayon's book only refers to Arthur Bell as a Floribunda.
Shop
says it must be a variant and claims it will climb. We doubt it. Has anyone
come across this one before?
