Wz. Lacey announces the theme, the round will begin as soon as any
member of the committee posts the first rule.

Without pedantic manners this committee would hardly have manners at
all. So your contribution is naturally appreciated. In the same spirit
however, I must respectfully disagree with your conclusion. My timing
direction merely requires that the next round and the first rule in
that round will come into existence simultaneously. I fail to see how
your recent induction into the committee will have any effect.
However, I am not adverse to being further enlightened.
In interest of starting the round one way or another, I shall submit my
first fantasy rule:
