You do yourself great injury and yet by sparing yourself might have

I'm not sure if this affects play or not. It seems to me that this is
exactly how all rules normally operate under the ROs in regular play.
It seems to me you are not proposing that the "colourful information"
section of a rule is exempt from restrictions since the rest of this
rule appears to impose restrictions on precisely this part of the
rule.

Some judges have imposed style penalties for essentially re-submitting
a restriction which has been already seen in a previous rule. I have
no strong feelings about this practice however I note that this
version of the rule is substantially more complex than the previous
one.... Okay having gone through this, I believe you have taken the
restriction in your invalid 282:2, which I promised to award style
points for if people optionally obeyed it, and attempted to make it,
in its more elaborate form, an optional rule. Essentially I believe
you are saying future rules may provide certain colourful information,
but if they do so it must be consistent with colourful information
provided by previous valid rules.
I am happy to have this opportunity to interpret all this material
about registry entries and reports as optional since zero of them will
be a number not greater than the rule number. However the invitation
to ineligible members to post pseudo rules in a round gives me a
serious pain. The problem is apparent below:

A registry report or entry posted by an ineligible member is not a
rule at all. Therefore I certainly have no intention of ruling on it
despite my "discretion" below. If I don't rule on the reports then how
will future eligible rule-writers know which registry entries they
need to agree with?

This is probably nothing more or less than the discretion under the
ROs to interpret rules and apply them to later rules.

I exercise that discretion now, to declare once and for all that
nothing in any invalid rule is or will be accurate. My promise to
attempt to award style points for attempts to obey invalid rules still
stands however.
