Is it safe to assume that anything other than a response code other
than 200 from a request that I've got an error on my hands?

And if I do get a number other than 200, that's when I can parse the
XML error block for the message?

yes, that's a good assumption
40x will be errors

In a RESTful API, 201 is also a success code on successful creation of
a resource (usually from a POST or PUT).
