I would imagine that it's to do with deciding how "focused" the search
should be. If your current location is not very accurate, then it might
encourage Foursquare to show a broader range of nearby venues (perhaps
ignoring less-popular nearby venues in favour of more-popular venues
within your approximate location). If your location is very accurate,
then it makes sense to focus more on the nearby venues.
When it comes to checking in, it helps with [a] ensuring that the venue
location is correct and [b] ensuring that you're probably not cheating.
Foursquare can theoretically average the accuracies of the check-in
locations and accuracies in order to more accurately pinpoint the venue.
But that's just a guess :-)
