When I am using Google Reader API to get entries from Atom or RSS
feeds I can get only long content (content tag) from entry, but I
need short description (summary tag in atom) too.
When playing with OAuth 2.0 Playground the result is the same. But
when loading entries straight from Feed url I can get both content
and summary tags in Atom and description and content tags in RSS (I am
not sure if RSS supports content tag , maybe come king of extended
RSS).
Is it possible ?

There is no way to do this. Since the Google Reader UI only displays the full post contents, the summary (if present) is omitted in API responses.
