User tags not coming back in Starred item request

Given the following request

http://www.google.com/reader/api/0/stream/contents/user/-/state/com.google/starred?n=20

the list of categories against each item does not include user tags.
Making a post call to get items by id via stream/items/contents does
not exhibit this behavior.

I'm not able to reproduce this (assuming you mean item-level tags, not
tags that were applied to subscriptions that that item happened to
come from).

In fact no, I do mean subscription tags. Is it possible to get a list
of all user's starred items including tags applied to the actual
subscription?

You can simulate this by keeping around the subscription stream ID ->
tag mapping, and then looking up the original stream ID of starred
items in that map.
