My current plan is to get to FOSSCoach on Wednesday in time to attend notbenh's Art of Feedback session, and on Thursday hang around and be available for coaching most of the day.
Oh, and I had a question: At this point I am not planning on bringing a laptop. I can still contribute without one, right?

Um, I ought to be able to come up with something. Should it be a UI,
an API, or implementation source code? Any/all of the above? Does it
need to be open source? With only 15 minutes (and a maximum of 5 to
present), how large a scope should I be looking at?

Any/all of the above. We certainly don't limit the group to things that are open source (though we recognize this is taking place at OSCON).
Anything you want feedback on will work. As you noted,with 20 minutes, try to keep the scope reasonable, we wont have time to look at 10 pages of a UI, but rather one and hopefully the feedback can be translated to the other pages. As an example.
