Popup windows submitting to frames

In a solution I'm building, a popup launches, which in turn has an
HTML form that submits to a target back on the originating page. This
works in Safari and IE, but it doesn't seem to work using Fluid.
When a popup launches, the form result loads into the popup and not
the form target on the originating page.
Any ideas about configuration, my code, or is this a bug?
