The square-wave plot is actually very using using Flot's 'steps' option.  The text labels on the y-axis requires a little more work - you'll probably need to provide a custom ticks array - but it's not a big deal.  So I don't immediately see any reason why Flot couldn't produce that plot.

Thanks for your reply and sorry about the delay in answering but I had to go abroad for work.
 
I have investigated a bit further and it looks like Flot should be able to do all I need.

For my first project with FLOT I would like to convert an existing graph (attached) that basically consists of many plot lines each of has data points that are in one of two states (off/on), I have quickly looked at the FLOT documentation but could not find answers to a couple of questions.
 
1 Can I position each graph data line at different vertical positions on the graph, stacked one above another, or do I need to add a vertical offset value to each data point.
 
2 Can I add individual Y labels at the correct heights to match each line.
