There is a form for organizing an LLC online. (It does not ask for an
EIN.) Here is the link:

If you still have questions on LLCs after you talk with the Division
of Corporations, I would suggest meeting a counselor at one of the
Florida Small Business Development Centers around the state. (They are
non-profit centers sponsored by the U.S. Small Business Adminstration
and Florida universities and they offer free or inexpensive classes
and one-on-one counseling.)
