TO THE GOVERNMENTS OF THE FRY, SERBIA AND MONTENEGRO
The NATO aggression and continuous attacks against the FR of Yugoslavia
have been going on for 44 days now. Hundreds of thousands of Kosovo
Albanians have been forced to leave their homes. Under the tonnes of
high-tech bombs and missiles the land is being converted to cinders, and
the losses of human life grow daily. The infrastructure of the already
impoverished Yugoslav society has been nearly completely destroyed,
while destruction of the principal bridges and roads makes impossible
communication between different parts of the country and is
progressively cutting us off from the world.
These are facts to which one must not close one's eyes and deceive
people with unrealistic optimistic promises. Non-governmental
organisations, have sharply condemned the NATO aggression against our
country. But the organs of state must assume political responsibility,
realistically estimate the magnitude of losses and damages so far, and
on that basis take rational decisions on further steps.
That is why non-governmental organisations are asking the governments
of the FRY, Serbia and Montenegro and their parliaments to move from
generalised declarations about a diplomatic and peaceful solution to the
Kosovo problem and the war being waged in the territory of Yugoslavia to
concrete and responsible planning for solution of the present crisis,
based on necessary compromises in order to bring closer the positions of
all sides in the conflict. We are at war with an enemy who is many times
stronger, and are not in a situation to set down conditions without
concessions and compromises. It must not be allowed that a whole nation
and a whole society should perish in the name of an alleged national
interest.
The Yugoslav authorities should take into serious consideration the
latest initiatives of the foreign ministers of the G7 countries and
Russia. Extreme positions and radicalisation of the conflict will only
lead to more suffering. It is high time that from the vantage of
political realism and wisdom solutions be found which would make
possible a European future for Yugoslav society and its peoples. That is
Serbia's only national interest.

A LOS PARLAMENTOS DE LA REPUBLICA FEDERAL YUGOSLAVA, SERBIA Y MONTENEGRO
La agresión de la OTAN y los continuos ataques contra la República Federal
de Yugoslavia ya llevan 44 días. Cientos de miles de Albano-Kosovares han
sido forzados a abandonar sus hogares. Bajo las toneladas de bombas y
misiles de alta tecnología el país se está convirtiendo en cenizas y cada
día se pierden más vidas humanas. La infraestructura de la ya empobrecida
sociedad yugoslava ha sido casi completamente destrozada, mientras que la
destrucción de los principales puentes y carreteras hace que la comunicación
entre las distintas partes del país sea imposible y nos aísla
progresivamente del resto del mundo.
Estos son hechos ante los cuales no podemos cerrar los ojos ni engañar a la
gente con ilusorias promesas poco realistas. Las organizaciones no
gubernamentales han condenado enérgicamente la agresión de la OTAN contra
nuestro país. Pero los órganos del estado tienen que asumir su
responsabilidad política, valorar de modo realista la magnitud de las
pérdidas y daños hasta el momento, y sobre esta base tomar las decisiones
racionales sobre los pasos a seguir.
Por este motivo las organizaciones no gubernamentales piden a los gobiernos
de la RFY, Serbia y Montenegro y a sus parlamentos que pasen de las
declaraciones genéricas sobre una solución diplomática y pacífica al
problema de Kosovo y la guerra que se está llevando a cabo en territorio de
Yugoslavia, a un plan concreto y responsable para una solución a la actual
crisis, basado en compromisos necesarios para acercar las posiciones de
todas las partes implicadas en este conflicto. Estamos en guerra con un
enemigo mucho más fuerte, y no estamos en una situación de poner condiciones
sin concesiones ni compromisos. No se puede permitir que toda una nación y
toda una sociedad perezcan en nombre de un supuesto interés nacional.
Las autoridades tienen que considerar seriamente las últimas iniciativas de
los ministros de Exteriores de los países del G7 y Rusia. Las posiciones
extremas y una radicalización del conflicto sólo conducirán a más
sufrimiento. Ya va siendo hora de que desde la posición del realismo y la
sensatez política se encuentren soluciones que hagan posible un futuro
europeo para la sociedad yugoslava y sus gentes. Ese es el único interés
nacional de Serbia.
