I think I see your problem ... when Firebug is opened as a popup there
is only an off button in the top right.
Do you have "File, View and Edit" at the top of the Firebug window? If
you do then:
1. Click 'View' -> 'Options' and make sure that 'Always Open in New
Window' is not selected.
2. Close the Firebug window
3. Open Firefox and press <F12> or click on the Firebug icon and
Firebug should appear docked (pinned)
I don't understand why we hide the 'minimize' and 'open in new window'
buttons when Firebug is opened in a new window ... instead of hiding
them we should surely just change the tooltips and their behaviour:
o The minimize button should minimize Firebug even if it means it
needs to be docked first
o The open in new window button should change to a dock button
