Are you talking about Firebug first run page?
https://getfirebug.com/firstrun

(opened after Firebug installation or update)

You can set: extensions.firebug.showFirstRunPage
to false to avoid the page,

or, suggest better logic for when/how the
page should appear (and not interrupt the user)

The first-run page is actually our blog, which contains info about what's new in each version.

I think this information is required only plugin's "fanatics". Ordinary users, like me, just use and enjoy.
So do not agree with the fact that it can not be disabled in the settings menu. And only through the awkward command line
.

Well, when you set that option once you can normally forget about it.

We also want ordinary users get to know about new features in Firebug but at the same time don't want annoy them with the first-run page.
Therefore, as Honza already mentioned, a discussion takes place in issue 5888. So if you want to give a suggestion how to solve this, feel free to comment there.
