Resetting the Firebug options is often the solution to immediately stop seeing a bug.

but I tried it, and it had no effect.

Did the annotations.json file get reset, too?

The Firebug window opens spontaneously when I load certain web pages…

Could you name one website, on which Firebug opens when it shouldn't? What if you deactivate it for that website? Will it come up again the next time you access it?

If resetting the options didn't help, you may disable other extensions and check again.
