If I position it on a page element for debugging, if there are
animations on the page, the cursor moves to the element that I had
selected.

Is there a way to block the selection?

se mi posiziono su un elemento della pagina per il debug, se nella
pagina ci sono animazioni, il cursore mi si sposta dall'elemento che
avevo selezionato.

C'è un modo di bloccare la selezione ?

Not exactly sure if I understand the question, but;

Go to the HTML panel, click on the little black triangle
next to the panel label and open the option menu.
Try to play with the following options:

- Highlight Changes
- Expand Changes
- Scroll Changes Into View

My guess is that the first one could help you
