The BFL will be the one to do something it. Maybe some institutions, agencies, companies are not aware about RA 9246 except those schools, universities and colleges who applied for accreditation knew very well the RA 9246. Here in our school, we have two but they are aware to continue schooling to earn for the license otherwise, sooner or later they will be transferred.

You're right. The BFL should take an initial step to check these unscrupulous schools and offices appointing "librarians" in the library. Ignorance of the law excuses no one. Besides it is an insult in our profession. We studied four years in library science, review for almost one year and take the board exams.. After the passing the board, we will just under the supervision of the Chief librarian with background in library science and sometimes teacher without license. Isn't that big insult and offnsive on our part as a true librarian. Look what happen to the library man by these fake librarians? It nothing but dilapidated  materials, no activities, boring and dimly lighted place, substandard furnitures, and the library becomes a ghost area. Are we going to allow these things to happen. My heart cry everytime we in our association visits library and see this kind of situation to our fellow colleagues in the profession.
Where are the BFL people? why can't they implement the law. Why not visit these schools especially private schools because these schools are the one charging high library fees but do not go to the library. The law has been in existence for how many years. Still, I haven't heard of the school being investigated or put into limelight for disregarding the RA9246. Is the BFL the only body that can inplement the law do not know what's happening? or they just ignore it? BFL please don't get offended. Me and the rest of librarians are just asking. Please update us of what you have done so far. I have attended seminars on this RA9246 and hear kind words from them to implement the law. However after the seminar, I haven't heard anymore. 
So my fellow librarians, we need to have the advocacy to tell our leaders to do something now before all our librarians will go out of the country. On our part please write to BFL our concerns re: 9246 because they (BFL) might think that we are happy in our place of work. please disseminate our concerns.

DepEd and CHED also have to do something about it since they are handling schools, colleges and universities but then the DepEd and CHED just rely on the papers submitted to them based on the requirements.

It's not only DEPED and CHED but also the Civil Service Commission who will do the move and implement the RA 9246 in collaborative effort with the BFL. There are lot of schools, colleges and universities who refuse to understand and ignored the said law. What's the use of the existence of the matrix for the Academic, School, Public and Speicial Libraries formulated by the BFL when nobody is checking and observing  the benchmarks stipulated? No wonder, Librarian na Losyang was figured by Vilma and it is very much disgusting, degrading and big insult to the profession and to all licensed  librarians who studied 4 years, took a review, studied hard, took the Licensure Exam and continued taking masteral degree in Librarianship but then, non-librarians are given priority attention to fill up the librarian position.Maliban lang sa mga colleges and unviersities na nagpapa accredit pero minsan, inignore pa rin ng mga officials ang mga recommendations made by the accreditors to fill the gaps of the CHED Minimum order as well as what is required set forth in the instrument of an accrediting body.
I hope those agencies mentioned above together with the BFL will coordinate to give due justice in our proffession.

You are right. On our part we can do something to wake up the BFL, DECS and CHED thought internet. Inform our colleagues who have this kind of problem to write to proper authorities. The more librarians pressuring these govenrment authorities, the faster they will do actions.Good luck.

This is just my opinion . If it is possible for us to make a formal (citation, request, possession, or what ever letter) that we make, address to the right agency to implement this RA 9246.

In my opinion, as long as I can remember, someone ask it before, as long as the BFL or the PRC havent received any complaint/concerns regarding the implementation of the RA9246, they cant act on it. Maybe if you know Universities or Institutions that violates that law, you should address the BFL or the concern persons. Parang whistle blower ba.
