compile errors caused by non-inline method definition in 'config-blas.h'

Hello,


currently users will get compile errors when including ffpack in more than in one '.cpp' file;
this issue is caused by non-inline method definition in 'fflas-ffpack/config-blas.h'.

The attached patch for 'ffpack-fflas/config-blas.h' solves the problem.
( patch -p0 'ffpack-fflas/config-blas.h' < ffpack.inline.patch)
