Dangerous opened pipe/chute on Bear Hill Road

I was walking my dogs on the Bear Hill Road path late this afternoon
when we came upon some kind of vertical shaft filled (but not to the
top) with water, with the heavy metal top removed. A small to medium-
sized dog, or a child, could easily fall in, and since the water is
not all the way up to the top, might not get out - I was appalled. I
don't know how deep the shaft (?pipe?) is; it's square and metal.
Luckily it's set off the path, but very close to it, on the left side
(if the Sheepfold meadow is behind you). I would say it's
approximately midway between the path that runs between the Meadow and
Bear Hill Road and the building at the end of Bear Hill Road, but I'm
not sure exactly.

I tried to put the top to the thing back on; but it was very heavy,
and I could only get it partway on.
