I frequently use Felix with TMX files I have exported from other TM
programs for reference, while using a project specific TM for working.
If I am working on a longer project and quit Felix during the project,
Felix asks me to save the changes (of which there are really none, just
the conversion to Felix format internally) to the TMX file. If I do so
and accept Felix defaults, Felix saves and ftm file. Great.
However, when I reopen Felix (with the option to reload TMs at startup),
it reloads the TMX instead of the file it saved. Wouldn't it make more
sense for this behavior to be smarter.
1. If the two files are unchanged, load the ftm file created in the
previous session.
2. If the TMX file has changed, load the TMX file instead.

Is this a reasonable suggestion?

This sounds good. Although it would probably be better to not ask about saving the TMX file in the first place, if it hasn't changed. Then if you have saved the .ftm file, choose the behavior above. Does that make sense?

All that sounds good to me.
