Cheating on Feedburner Counter

Hello,

I am compiling Rankings on Feedburner but it appears that some people
seem to cheat.

How could Feedburner officially avoid cheating on Feedburner Counter
subscribers?

If somebody register tons of fake email addresses, he can subscribe
with them in Google Reader, Netvibes etc... and the count increases
dramatically

So counter has no value.

Would it be possible Feedburner change his counter by a number that
shows the average of times a post is read or the number of average of
active subscribers reading the feed everyday ?

This would be much better and rankings and comparisons could be done.
