Summary: Allow to disable BOM generation for UTF codepages in
new files
Description:
At this point, BOM is added by default to any newly created UTF file.
To remove it, a user needs to re-save file via Shift-F2, which isn't that
painful although not very convenient.

Steps to Reproduce:
1. Create new file in UTF-8 codepage
Actual: BOM is added at the beginning of file
