type webskin not wrapped with types/displayPageStandard

I have two types from two different plugins

in the webskins folder I have a folder for each of them
and in that directory are display templates

/webskins/pslClient/subscribe.cfm
/webskins/pslPublication/displayPublication.cfm

when I brows to /pslClient/subscribe
I get the page content and the site header and footer from webskins/types/displayPageStandard

But when I browse to /pslPublication/displayPublication
I only get the page content (no header and footer)

Both components have bFriendly="true"
I have been updaing the app (and bouncing CF)


Anyone got any ideas of where I should be looking to get this working?

looks like it is a combination of webskin security
and no idea what I am doing

I would seem that type webskins do not use /tyepes/displaPageStandard
