Fapws3-0.3.1 is released

Following the last discussions in the mailing list, I've released a
modified version of Fapws3-0.3.

Based on the work made by Lateef Jackon I've improved the setup.py
script. (thanks to him)

Instead of generating tons of errors during the compilation, the new
setup.py script verify if most of the pre-requists are well installed
on the machine: ev.h, Python.h, libev.so,

Hope this will simplify the installation process.
