Sending Friend ID's

My first Facebooker app was a Facebook Connect app. When a user hits
the site, Facebook does not send back all of the user's friend id's.

I am now working on a new app that will be rendered in Facebook, is it
normal for the friend id's of the user to be sent back on every
request?
