Which user to send notification?

I am using the template for send_as :notification from the book. I'm
confused about which user sends the notification, and if the
permission is included in "auto_publish_recent_activity"?

It's set up so that in a match, when player_four moves, I can notify
player_one, but I'd like to keep from sending notifications unless
player_one hasn't visited the app in several hours. Further, it is
best if I can send one update for all, ie. "you have moves to make",
rather than one per move. I appreciate this plugin very much. Mike,
I'm sending you a payment via paypal since i pirated the book.

Jessie, I'm really disappointed to see this. I worked very hard on my book. I'm sad to see that you would violate my copyright. Please be assured that I will be returning your money. I don't want to take money to ease your conscience.

If anyone sees a copy of my book available illegally, please let me know. As I'm sure you've seen, I spend quite a bit of time answering questions and providing help, along with time working on Facebooker. The only way I get paid for this is through sales of my book and a few screencasts. It really disappoints me when people are disrespectful and pirate my content.

Mike, You're doing an incredible job as a leader/developer/teacher of
rails and your plugins. You're making a very beneficial impact to the
rails and Facebook development community. Thank you for all you do. I
will do my best to evangelize your material as I meet aspiring
entrepreneurs and social programmers who are respectful and deserving
