Hello everyone,
I am a student of masters in Computer sciences. I am a novice in the
area of research work publishing. I am aspiring to publish my first
article in which I have collected my experimental results. I have some
questions:---

0] Is it necessary that person must be a Ph.D candidate for
international publishing?

1] Do I need to mention the name of any guide in the article?
(Because the work is entirely mine and independent. )

2] Can I send the manuscript directly to international journals whose
links have been given in the face recognition site, face-rec.

3] If the work has been done in the collaboration of my PG professor
then can I mention his name and the name of my college and university
affiliation ?

Regards.

If this is the case (and thus he should be in the author's list), I'd suggest you talk to your professor. He probably has a better overview of the research field and might point you to the most suitable conferences/journals, or simply advice you on how to write the paper and whether it is worth publish it at all. Last but not least, he might pay any necessary fees.

Cheers,
Gabriele
