I thought this might be of interest to those involved in measuring the
transfer of training from the classroom to the job. The U.S. Department of
Energy Carlsbad Area Office (DOE/CAO) and Westinghouse are making
TRANS-MEASURE, a transfer of training measurement and improvement tool,
available to educational institutions, businesses, consultants, government
agencies, not-for-profits, and individual citizens at no cost to recipients
through a federal sharing program. TRANS-MEASURE provides organizations
with the following information for their training courses:

+ Transfer of Training Rate: The percentage of knowledge, skills, and
abilities successfully transferred from the training setting to the job.
+ Prior Knowledge Rate: The percentage of tasks covered in a training
course that trainees already knew how to perform before taking the training.
+ "Didn't Stick" Rate: The percentage of tasks covered in a training course
that trainees cannot perform six months after training.
+ Value Added Rating: A measurement that adds task importance to the
transfer of training equation: "Did we train and transfer most what matters
most?"

Trans-Measure is a streamlined, user-friendly offspring of the
Westinghouse-developed Transfer of Training Evaluation Model. To obtain
TRANS-MEASURE at no cost to you, please complete an application at the our

We will obtain approvals and then send you a password and an ID, allowing
you to download TRANS-MEASURE directly from the website to your computer.
We usually turn around requests within one business day or less. Please
note that over 200,000 pages of other training, HRD, and OD tools, courses,
and guides are available at no cost through the website.
