Couple of problems with these rc.d scripts:

1. If a service is running as a specific user it needs to REQUIRE: LOGIN
2. Scripts that start persistent services should have KEYWORD: shutdown

Also it looks like two commits for these files came in simultaneously
because the sancp and torrus users have the same id number in
UIDs/GIDs
