I think that the gag is that the aliens are greeting Scrooge with a
medallion and a band that plays and Scrooge ignores it completely and
instead makes a dive for a coin on the ground to the aliens
bewilderment.

I bought my copy of Gemstone's latest US, #375, March 2008. The
long story is a reprint of Barks' "Twenty-four Carat Moon" US #24, Dec.
1958. The front cover is by Daan Jippes, featuring Scrooge in a space
suit leaping out of a rocket ship, being greeted by "little green men".
But the cover is not actually based on anything in Barks' story. The
little green men on the cover are not similar to Barks' green space
alien, Muchkale. Instead, they are closely related to the 2 little
aliens in Barks' story "Island in the Sky", US #29, March 1960, page 7,
panels 7-8. This was only a cameo appearance for these mini-asteroid
dwellers, who did not interact with the ducks. But other than the
similar little green men, Daan Jippes' cover has no close connection
with this Barks'
outer space story, either. So does anyone know what Jippes' original
purpose was for this cover art?

Yes, it was just a gag cover. First used on a Dutch comic without any
related story.
(At first I thought the cover referred to a story too, but it doesn't.
This may show how lame the "gag" of the cover is, even when the art is
beautiful.)

I looked up the cover, and it seems to be re-use of this one:

This cover has (according to Inducks) previously been used only one
time:
The Dutch Donald Duck magazine #33/1995.

However, nothing space-relevant seems to be on print in that magazine: I
haven't read the main story, but the title and description sounds like
it's about a big pumpkin. The second-longest story is a Mickey where
Mickey must take care of a pig. None of the other stories in that issue
has more than four pages. Neither does the cover has Inducks xref data
saying that it's a reference to a story.

So my guess is that the cover is meant to be a simple gag, with no
relation to a specific story at all. I can't say it's a gag I really
understand that much, but there's really nothing even vaguely related to
space in that issue. In fact, SCROOGE doesn't even appear in that issue
AT ALL! (cover excluded)

Then of course, this could be a cover that was drawn for one purpose and
used for another -- and in that case, only Daan Jippes and the fine lads
at Sanoma Uitgevers knows for sure.
