I just purchased this app thanks to Bill, and it also answers my previous question.
Sadly, I don't believe that it's an app you can use. It's an interface to Google Voice. As I understand it, GV is only available in the US. I'm trying to get SNRB Labs, the makers of GrooVe IP, to support IPv6. That way, you could build a tunnel to Hurricane Electric and look like you were coming from the US. At least, that would work when you were at home, on Wifi.

Don't really understand but saw this note in Google Voice Settings>Billing:
*Please note:* If your billing address is within the EU, you will be charged the applicable VAT rate for your country on top of the purchased calling credit amount - for example, if you order €10 of calling credit and the VAT rate for your country is 19%, you will be charged €11.90.
I think you can also go to that same Settings area and enter a phone number to see if/what it will cost you to call using Google Voice.

Well, I already have. I thought it would be neat if someone in the EU would find out if it's now available there. It certainly not for me to say what you need, but some of us prefer open standards such as SIP and XMPP, rather than something like Skype. In my case, I've only been able to use Skype since I got an Android phone because it isn't accessible on my PC platform, Linux.
