TalkBack and Eye Free dPad

I have a galaxy S3 and when I run TalkBack, or Spiel, and the Eyes Free keypad I am not able to get the dPad to come like I can on my Nexu 1 with gingerbread. I do have the latest updates for TalkBack, Spiel and Eyes Free running on JellyBean 4.1.2. Is this do to JellyBean or what am I doing wrong? I have the same issue on my Nexus 7.
