I tried to illicit more details from this user, and if more is needed, can someone either reach out to him, and/or to me so that I
may gather more?

If one ignores some of the frustration speaking, the technical points seem valid usability issues.

I forget, does Google Plus have a bug tracking system publically available, or no? I'm thinking no, but wanted to make sure?

If yes, I'll be happy to work with this gentleman to get specific bugs filed.

Hi.
When running the app, the main menu have lots of objects that hasn't
any caption.
So is with the list of notifications and the list of suggested people.
It seems that's the main problem of the app, and it shouldn't be hard
to fix when the developer is known as Google.

Just tomention, that's also the case in the Latitude App in the list
of friends, and in the Google Places app where one can select a
category of places.

Hope that describes the problem.
