My routes is not doing anything specific for %f*, so
domain.com/%f
should be throwing a 404 rather than a bad request. Is this a bug?

i guess bad request is right answer to your url. according to
http://www.w3.org/Addressing/URL/url-spec.txt
every %-sign must be followed by 2 HEX-Digits. * or whitespace ar not.
