"Error: Failed to obtain the banner file" on Huawei device

My tacplus config is sweet against Huawei S9306 and S5328 except
welcome banner isnt prompted once connected to NAS
below is the prompt.

telnet 172.21.21.140
Trying 172.21.21.140...
Connected to 172.21.21.140.

Error: Failed to obtain the banner file.
Login authentication
Username:
****************************************************
Also, I have welcome banner work fine with Cisco and Brocade in my
network. Anyone has ever success in pulling banner from tacplus?
