Question about Punisher and ships with unassigned targets

I attacked my friend's home region which had two Punishers.  I had five ships, and he used the Patrol 1 on each of his Punishers to select a target for them.

The point of confusion was the text on the Punishers which states that they can't be targeted by more than one ship each targeting phase.  So...what were my other three ships supposed to do?  Attack the starbase?  Sit around and pick their noses?  Or could they add their damage against the Punishers?

I found this. I tried to post this yesterday but it did not post for
some reason.

in the rulebook it indeed says:

Result Step (V):

When attacking a home region, al attacking ships that are still in the
region now deal their damage to the starbase, even though they have
already dealt damage to defending ships. If the damage is equal to or
greater then the total starbase shield, the starbase is destroyed and
its owner loses the game.

Puts things in different perspective eh?

This is what they said (above). What all were you attacking with?
Could you lay out exactly what happened? Would you have had to retreat
anyways? Depending how he blocked would depend on if you could kill
his starbase. It has been awhile so I kind of forget the rules. Hope
this helps.

Basically the Punisher can patrol a 1 attack frig and be safe from the
rest of your ships. They cannot target them because the patrolled
ships already have. So your friend's Punishers get to target your
ships and then damage is dealt. After damage is resolved all your
remaining ships will deal damage to the starbase.

Punishers are pretty tough nuts to crack with conventional firepower.
There are a few things to try though:
* Target Jam gets rid of Patrol and you can target them normally (but
they will still soak up 5 damage before going *pop*)
* Pile damage on them that does not come from targeting them with
other ships (Adaster's Disaster, etc.)
* News like Retirement or Disarmament can push them out of your way
too.
* Or you simply come with such an overwhelming force that your
remaining ships can kill the starbase anyway.
