Telephoto lens

Hi,

I am not very knowledgable when it comes to lens specifications. I am hoping
someone here might be able to explain what is ment by 'Maximum Magnification
(x): 0.16' on a telephoto lens?

When I read it, it suggests that it actually reduces, not magifies. :-)

Further, what would be a good lens for taking aerial photos in overcast
lighting of buildings to use for texturing 3d models for Google Earth?
