Hi Raman,

The Discover links are editorialized by Etsy staff. Several themes are picked out each month to help sellers promote their items. July's themes were outlined here: http://www.etsy.com/blog/en/2012/from-etsys-merchandising-desk-july-2012/

There is currently no way to programmatically access a given month's themes. However, sellers include their treasuries and listings in these themes by tagging their items appropriately.
