This is a small set of changes in response to several user requests.

Now you can have a sinan.cfg instead of a _build.cfg if you choose to
do so. This should save some mistyping.
The releases that sinan creates now match faxiens format. Faxien needs
to be updated to recognize this, so you might want to hold off on this
update if you tend to publish with faxien directly from a sinan
project.
Sinan now doesn't ignore things prefixed with '_'. This will allow
sinan to include '_hooks' directories that faxien uses.

from ignored dirs
