Shrink-whitespaces with universal argument

A question for the group,

do you think is a good idea that shrink-whitespaces could
receive a universal argument? we could say "I want 2 or N
whitelines between these paragraphs or I want 2 or N
whitespaces between these words?

i think it's good.

however, in my 8 hours per day use of emacs for 11 emacs, i think i
only use Ctrl+u with numerical arg few times a year... probably less
than 10.

thinking about this... i think it's not good, because then it is no
longer shrinking whitespaces....

David, if you like maybe set it in your own pref and used it for a while? if you find it useful, i think other may find it useful too.

i think thats just one narrow perspective, not totally correct.
