[css-speech] minor prose weirdness

Dear all,

The overview states (emphasis added):

The inclusion of a select set of features from the CSS 3 Speech Module enables Authors to control additional speech synthesis options, such as voice [[[pitch and rate]]].
"

...but EPUB3 doesn't actually mandate support for voice-rate, voice-pitch (and voice-range) from CSS3-Speech:

I suggest that we re-word the overview:

"
The inclusion of a select set of features from the CSS 3 Speech Module enables Authors to control further speech synthesis characteristics.
"
