The round table meeting regarding construction of hydro-power plant cascade
in Oni District


There was organized the round table meeting regarding construction of
hydro-power plant cascade in Oni District, during which following issues
have been discussed:

- possible projects of Oni hydro-power plant cascade

- possible influence sectors and vulnerable areas in case of
hydro-power plant cascade construction

- consideration of local community interests during construction

- access to public information and participation in decision-making
processes.



According to experts, construction of Oni cascade according to current
projects, will negatively influence biodiversity, qualitative and
quantitative characteristics of mineral water resources, local
micro-climate, touristic potential of Racha, demographic situation, as well
as on erosion and landslide zones between of construction area. In the area
of dam will fall rivers of riv. Chanchakhi basin, including riv. Notsarula.
In case of emergency situation on dam, under risk will be not only Racha and
Lechkhumi, but also Kutaisi and whole Rioni canyon.



Risks of Oni Cascade construction are caused by the situation that in
Georgia planning and construction of huge energetic objects is being
conducted:

- in the conditions of absence of long-term and approved strategic
plan for development of the sector;

- in the condition of absence of long-term development plan of the
regions;

- without considering sector development plans of country economy;

- without assessing effect on natural, social, economic, cultural
and other values;

- without sufficient participation of public in decision making, or
even in the conditions of illegal hiding public information;

- mentioned problems are negatively reflected not only on quality of
economic projects, but also generally on sustainable economic development of
the country.



Participants of round table, based on conclusions of NGO coalition, accepted
recommendations towards Georgian government.



In the round table participated representatives of governmental and
non-governmental sectors, experts and local population.



Round table was organized in the framework of the project „Supporting public
monitoring during construction of hydro-power-plants” which is implemented
by the Coalition of NGOs – “Greens Movement of Georgia / Friends of the
Earth - Georgia”, Energy Efficiency Fund, Fund “Caucasus Ecology”,
Association “Green Wave” and Association “Ecotec”, through financial support
of Eurasia Partnership Foundation.
